R105.1 Required. Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done,shall first make application to the building official and obtain the required permit.
R105.1.1 By whom application is made. Application for a permit shall be made by the owner in fee or by an authorized agent. If the application is made by a person other than theowner in fee, it shall be accompanied by an affidavit of the owner or a signed statement of the applicant witnessed by the building official or such official’s designee to the effectthat the proposed work is authorized by the owner in fee and that the applicant is authorized to make such application. If the authorized agent is a contractor, the provisions of section 20-338b of the Connecticut General Statutes shall be followed. The full names and addresses of the owner, agent and the responsible officers, if the owner or agent is a corporate body, shall be stated in the application.
R105.2 Work exempt from permit. Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws, statutes, regulations, or ordinances of the town, city or borough, or the State ofConnecticut. Permits shall not be required for the following work:
1. Fences not over 6 feet high.2. Retaining walls that are not over three feet in height measured from finished grade at the bottom of the wall to finished grade at the top of the wall, unless supporting a surcharge.3. Water tanks supported directly upon grade if the capacitydoes not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1.4. Sidewalks, driveways and on-grade concrete or masonry patios not more than 30 inches above adjacent grade and not over any basement or story below.5. Painting, papering, tiling, carpeting, cabinets, countertopsand similar finish work not involving structural changes or alterations.6. Prefabricated swimming pools that are less than 24 inches deep.7. Swings, non-habitable tree houses and other playground equipment.8. Window awnings supported by an exterior wall which do not project more than 54 inches from the exterior wall and which do not require additional support.
Repairs and maintenance: A permit shall not be required for minor repair work, including replacement of lamps and fuses or the connection of approved portable electrical equipment to approved permanently installed receptacles.
1. Portable heating or cooking appliances with a self-contained fuel supply.2. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.3. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to apower grid.

Steam, hot or chilled water piping contained within any heating or cooling equipment regulated by Chapters 18 through 24 of this code.5. Self-contained refrigeration systems containing 10 pounds or less of refrigerant or that are actuated by motors of one horsepower or less.8. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to apower grid.
1. The stopping of leaks in drains, water, soil, waste or vent pipe; provided, however, that if any concealed trap, drainpipe, water, soil, waste or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered as new work and a permit shall be obtained and inspectionmade as provided in Sections R105 and R109 of this code.2. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, and the removal and reinstallation of water closets, provided such repairs do not involveor require the replacement or rearrangement of valves, pipes or fixtures.

To find out if you qualify for a "free split" you will need to:
1. Obtain a "free split" form from the Planning Department.2. Hire an attorney to conduct a title search in the Town of Ledyard Land Records and issue an opinion to show that you are eligible for a "free split".3. Hire a surveyor to draw a plan that shows the original lot with the proposed new lot.4. Bring the plan to Ledge Light Health District for review. Once their requirements are met, have them sign off on the "free split" form.5. Bring the plan and application form to the Planning Department for review.6. Upon review, the Planning Department will refer your "free split" plan to the Zoning Department.7. Upon approval, the Planning Department will sign off your application and contact you.8. Once you have heard that your plan is approved, have your surveyor print a Mylar of the plan to record and file in the Ledyard Town Clerk's office.

Yes, the Town of Ledyard is a Certified Local Government. The Certified Local Government program (CLG) recognizes communities nationwide that have developed and implemented historic preservation programs that meet State and Federal requirements. Communities that have qualified as CLGs are eligible to apply for matching grants to support new or existing historic preservation programs. Ledyard residents may contact the Ledyard Police Department at 737 Colonel Ledyard Highway, Ledyard CT (860-464-6400) to obtain an application. The application has all the instructions necessary to obtain the permit. The cost of the permit is $158.25 in the form of a Money Order Only made payable to Town of Ledyard. It generally takes 8 weeks to obtain. Once you have received a Temporary Permit, you can apply for a Connecticut State Permit. You may pre-register as a 17-year-old only if you will be 18 by that years November election. Once you are pre-registered, you will be added to the voting list and be eligible to vote.
If you registered with a political party, you are eligible to vote in that party’s primary as a 17-year-old as you will turn 18 by that November Election.
Only registered voters (including a qualified 17-year-old)affiliated with a political party can vote in that party's election. Forexample, if you are a registered Democrat, you can vote only in a Democraticprimary. Unaffiliated voters cannot vote in any primary election.
You must fill out a new application form andindicate the party with which you want to affiliate. If you are a Democrat or Republican and want to change parties, it takes threemonths from the date you apply until your new party affiliation is effective. If you are an unaffiliated voter and want to register as a Democrat or Republican, complete the voter registration form and your new affiliation is effective immediately.

The grand list year runs from October 1stthrough September 30th each year. The DMV furnishes us a list of all vehicles registered on October 1st. You are then billed for this time period July1st. If at anytimeafter October 1st ownership changes, your bill may be prorated tothe month of transfer. In order for thisprorate to be processed, you must bring in proof of transfer of ownership. This includes, but is not limited to, areturned plate receipt from the DMV, a bill of sale, a receipt from a junkyard,a letter from your insurance companydeclaring a total loss, or copy of a purchase agreement showing your oldvehicle as a trade in vehicle. Alldocumentation must be dated and refer to the vehicle by make, model, and VINnumber.
State Statute requires all persons (residents andnon-residents) of taxable personal property in the Town of Ledyard or within the Indian ReservationBoundaries to file with the Assessor a sworn declaration of all such personalproperty owned or leased by them on the 1st day of October.
Personal property consists of non-registered and out ofstate motor vehicles; trailers, horses; ponies; construction equipment,machinery, commercial furniture, fixtures and equipment, electronic dataprocessing equipment, farm and mechanic’s machinery and tools, consumablesupplies and all other taxable property not mentioned. Declaration forms are mailed to all partiesappearing on the previous Grand List and must be returned by November 1st. Forms for new businesses are available uponrequest. Failure to file such a declarationby November 1st will result in an additional 25% penalty.
The current exemptions available include Veterans, Disabled Veteran’s,Totally Disabled, and Blind. In order toqualify you must do the following:
Veterans: You must file your DD214 with the Town Clerk on or before September 30th. Once this is filed, you will receive your exemption each year, withnothing further to file. There are stateand local income based tax credit programs available as well that must beapplied for between February 1st and October 1st biannually.
Disabled Veterans: If you have a disability rating through the Department of Veteran Affairs, a copy of your award letter or annual statement needs to be sent to the Assessor’s Office to increase your Veteran’s exemption. This need only be filed once, unless there is an increase to your percentage of disability. This must bereceived in this office by January 31st.
Totally Disabled: If you are collecting Social Security as 100%disabled, there is an exemption you may apply for. You must furnish a copy of your award letterfrom SSA and file a short exemption form, available in the Assessor’s Office,prior to October 1st. Thereare state and local tax credit programs available as well that must be appliedfor between February 1st andMay 15th biannually.
Blind: If you are legally blind, you may qualify for an exemption by furnishing this office with a certificate of legal blindness issued by the Board of Education and Services for the Blind.
Elderly: There arestate and local income based tax credit programs available to those over 65that must be applied for between February1st and May 15th biannually. In order to applyfor these programs, you must provide a copy of your income tax return, if youfile, your Social Security 1099, if you collect, and any other statements ofincome you may receive. Please contactthe Assessor’s Office if you believe you may qualify and our staff will adviseyou as to what you need to do next.
